An international observer assists Palestinian shop owners in the old city of Hebron while preparing Ramadan sweets, 12 August 2010. Temporary International Presence in Hebron (TIPH) is distributing 45 tons of free flour to a number of bakeries and pastries during Ramadan. The flour is used for traditional Ramadan sweets and bread, which then are sold at almost half price, TIPH expect this project to increase trade in the Old Souq by encouraging Hebronites from all parts of the city to go there during Ramadan. TIPH is an organization that was called for by the Israeli government and the Palestinian authority in 1997 to support them in their efforts to improve the situation in Hebron. August 12, 2010.
